Exactly why the Toltecs didn't understand their risk

Exactly why the Toltecs didn't understand their risk, or follow up on it until past the point of no return, is impossible to say. Maybe they were complimented that the Chichimecs needed to live among more acculturated people. Maybe they thought the Chichimecs were enthusiastic to end up great Toltec nationals. Maybe they preferred the accessibility of shabby Chichimec work. Maybe they'd been so severely debilitated by common war and torment that they couldn't join against the trespassers.
